I paid £120 for a new fuel oil pump, but without the water problem in the tank solved I had more problems. wait until the tank is nearly empty, then it is easy to jack up the far side to allow the water to settle at the feed line end. you need a syphon, I used the halfords £7-ish manual syphon and a length of conduit. put the conduit down to the bottom of the tank where the water is trapped, with about 4 to 6 inches of conduit poking out the top of the tank and insert the syphon down the conduit. this allows youn to pump the water out while not disturbing the level between the water and oil. keep pumping until only oil is coming out, I got over 20 litres out of my tank with this method. a helpful tip may be to allow the oil to settle for a while before finishing to make sure you have extracted all the water.
